"The Bureau of Reclamation built the dam (on the Payette River) as part of the Black Canyon Irrigation Project. Construction began in 1942, was interrupted by the World War II, resumed in 1946 and was completed two years later. Bill worked on the site in 1947. He used to joke that there were two lines every morning, people going to work and people who had quit.
